Development of Measures to Reduce and Stabilize Canada's GHG Emissions by 2000 (1994)

Client: the Measures Working Group of the National Air Issues Coordinating Committee.

The National Air Issues Coordinating Committee was established by the Canadian Council of Ministers of the Environment and Canadian Energy Ministers. The Committee has the mandate to develop and recommend options for achieving stabilization of greenhouse gas emissions. Under the auspices of the Coordinating committee, a multistakeholder "Measures Working Group" was established to develop a catalogue of possible greenhouse gas mitigation measures. SGA worked directly for the Group establishing a Secretariat to formulate measures.

 
  Through a participatory, interactive approach, SGA coordinated the design of over 80 measures in all sectors (residential, commercial, industrial, equipment and appliances, transportation, energy supply and production and non-energy) for a comprehensive approach (i.e. 3 gases). The final report has been the basis for widespread public consultation and for more detailed analysis of economic and carbon reduction impacts. These measures were intended as the basis for the design of a National Action Program on Climate Change.
