Restructuring Tariffs and the Institutional framework for rural electrification in Vietnam (2003)

SGA supported Economic Consultants of London and RVA of Bangkok in providing research and analysis toward restructuring of the electricity system in Vietnam. First we characterized customer load classes to rationalize and better model the setting of economically efficient bulk and consumer tariffs. Second we conducted rural participatory surveys amongst distribution companies to design and build consensus on one or more institutional framework(s) for the successful implementation of localized rural distribution systems in Vietnam. A new economically efficient model was required to replace the fractured and costly systems in place for local utility distribution prior to 2003.
