Rural Electrification Master Plan Specialist – the Philippines (1990-93)

Client: the Philippines National Electrification Authority (NEA) and the US National Rural Electrictrification Cooperative Association (NRECA).

The National Electrification Authority (NEA) is the national agency responsible for planning and implementing rural electrification throughout the Philippines coordinating all work through a network of over 100 rural electric cooperatives (REC). After years of neglect major investments in distribution infrastructure were required to both rehabilitate and expand services and implement procedures for loss reduction in rural areas.

SGA Energy Ltd. provided subconsulting services to deLucia and Associates (USA) to spearhead the master plan for major investments from USAID and the World Bank intended to rehabilitate and expand the infrastructure of the Philippines' REC.

 
  SGA developed a set of integrated analytic programs that permitted the rapid analysis of technical inteventions and investments. Programs were developed for investment analysis, load forecasting, and financial forecasting at the REC level. The investment model performs both financial and economic analysis for rehabilitiation, intensification and expansion projects at the REC level. Financial performance of REC was modeled based on investment plans, load forecasts, and tariff changes. A third model permitted REC load forecasting detailed by customer class. In addition SGA provided technology transfer and capacity building services to relevant departments within NEA in rural electrification master planning and model application.
