Renewable Energy Off-Grid Hybrid Potential - Iran (1997)

Clients: the World Bank in association with the Global Environment Facility (GEF).

The World Bank wishes to assist Iran meet international commitments in decreasing atmospheric carbon emissions. A project identification mission was conducted to evaluate the development potential of key renewable energy electricity generating technologies, identify barriers to broad-scale development, and to develop concepts for potential future renewable energy activities to be in part supported by the Global Environment Facility (GEF). The mission was tasked with identifying project opportunities both for grid connected solar thermal and wind farm applications and for off-grid solar / wind hybrid applications within the context of GEF project development guidelines.

SGA undertook the identification of program opportunities for solar and wind hybrid systems to meet the off-grid needs of Iran's substantial remote population.

SGA analyzed agencies, programs, resources and costs connected with solar and wind systems for off-grid applications. Barriers to widespread dissemination and commercialization were identified. Analysis included the definition of life-cycle net costs and the incremental value of GHG reduction as well as policy alternatives. Program alternatives were identified and costed.
