Affordable Housing Program (AHP), Energy Efficiency Program (EEP), FINAL PROGRAM EVALUATION (2008)

Client: The Ontario Ministry of Municipal Affairs and Housing (MMAH) and the Ontario Power Authority (OPA)

The Affordable Housing Program of MMAH aims to deliver 15,000 affordable housing units and 5,000 housing allowances to needy families, senior citizens, persons with mental disabilities, and victims of domestic violence. The OPA has the mandate to obtain 100 MW of summer peak demand and 385 GWh energy savings from the low-income and social housing sector in Ontario.

In response to these targets the AHP-Energy Efficiency Program (EEP) was developed as a joint initiative of the Ministry of Municipal Affairs and Housing (MMAH), the Ontario Power Authority (OPA), and Natural Resources Canada (NRCan). The program budgeted 5 distinct components:

Financial incentives were available to housing providers and building owners for the acquisition and installation of energy-efficient products with the attendant rebates:
Promotions and communication to ensure that AHP municipal service managers, affordable housing developers and builders, and housing providers were aware of the Project and encouraged to participate.
Energy efficiency training and education to be provided for stakeholders within the affordable housing community.
Project management encompassing a management steering committee comprised of representatives of the major project stakeholders, OPA, MMAH and the federal government (NRCan). A program delivery team was established within MMAH Housing Programs Branch.
Evaluation and monitoring to be carried out throughout the program to develop a database of impact indicators and provide performance feedback.

The EEP was completed in October 2007. SGA Energy Ltd. of Ottawa was contracted to conduct a Final Evaluation. The Evaluation was conducted through three sources; secondary document research, key stakeholder interviews and a survey amongst participants and non-participants in the program.
